Carroll is a lifelong resident of Pocomoke. Born and raised on a farm, he learned a work ethic at a young age. He graduated from Pocomoke High School and attended Frostburg State College. Married for 38 years, Carroll and Valerie have two children living at home and attending college. Their son, Charles 20, is a senior history major at Salisbury University and their daughter, Victoria 19, is pursuing a business major at Wor-Wic Community College. Valerie, a former teacher in Worcester County, is currently the Pre-K program coordinator and teacher at Holly Grove Christian School.
